Regeneration Vision Unveiled for Royton Town Centre

Oldham Council and Dransfield Properties have met to discuss plans for the regeneration of Royton District Centre.

Last night (February 27) Cabinet approved plans to enter into an agreement based on shared aspirations to regenerate the area.

Jim McMahon, Oldham Council Leader, and Mark Dransfield, Managing Director and founder of Dransfield Properties, shook hands on the deal on the steps of Royton Town Hall today.

They toured Royton Precinct and spoke with local traders and residents before visiting the Royton Assembly Hall site, which Dransfield Properties purchased last year. 

The aspirations outlined in the agreement include plans to deliver a fully-integrated major food store; the redevelopment of Royton Assembly Hall and the refurbishment of the Town Hall and Library; improvement works to the precinct and pedestrian environment, improved car parking; and the enhancement of the market.

The next stage will be the launch of a thorough public consultation inviting residents, traders and partners to have their say and submit ideas and aspirations. 

Jim McMahon, Oldham Council Leader, said: “This scheme is about working co-operatively with Dransfield Properties to deliver a package that will make Royton District Centre a better place.”

“Royton is a good place to live but the poor quality precinct is no longer fit for purpose and action is needed.

”This partnership offers a range of significant potential benefits, including the end of the Assembly Hall saga that has frustrated people and blighted the area.


”Our vision is for Royton Town Hall to become a proper refurbished community hub again – and it is equally important we ensure the market is able to thrive and that the precinct environment improves and attracts new investment.
 

“We’ve been very clear to ensure we’re working with people who share our vision and will also be good neighbours to the wider Royton community – residents and traders alike.”


Dransfield Properties has a strong track record of working with local authorities and stakeholders to deliver retail-led regeneration schemes in town and district centres, as well as engaging the wider community in developing the project plans.

Mark Dransfield, Managing Director of Dransfield Properties, said: ”We are delighted to be working with a Local Authority that has a real ambition to work in partnership and deliver the regeneration of Royton town centre.”

”We have worked on town centre developments for the last 20 years and believe that the most important factor is getting the location of the food store right so it can underpin the rest of the town and have a positive impact in the area.

“We are working on a high quality scheme for Royton that will be well-designed and thought out – as well as delivering the need for investment and regeneration in the town centre. The next stage will be to arrange public consultation sessions later in the Spring.”
