Royton town centre transformation given green light by planners
Royton town centre transformation given green light by planners
31 May 2013
Plans to transform Royton district centre - bringing a new retail heart to the town - have been unanimously approved by Oldham Council.
Dransfield Properties Ltd submitted its proposals earlier this year and member of the council’s planning committee backed the £22.5 million scheme at their meeting on Wednesday (May 29th), welcoming the new investment in the borough.
Work is programmed to start on the first phase later this year bringing a new health centre, pharmacy and additional retail units. This will pave the way for the second phase delivering a new 50,000 sq ft food store in the heart of Royton, providing the anchor the town needs.
The Barnsley based company has been working on the ambitious scheme for the last eighteen months. The company entered into an agreement with Oldham Council in February 2012 with the authority agreeing to use its CPO powers if necessary to ensure the scheme can be delivered.
Once completed the whole scheme will transform the town centre bringing a new retail heart to Royton and create up to 300 new jobs. Phase one will create a brand new 22,766 sq ft modern retail area off Rochdale Road, as well as a modern medical centre and improved parking for the town centre.
This work paves the way for the second and larger stage of the development plans which will deliver a new foodstore and petrol station as well as a 320 space town centre car park. The scheme also includes a children’s play centre and a new markets area in the town centre.
The development is an integral part of the council’s wider vision to regenerate the area bringing new leisure and retail facilities into the town.
Oldham Council announced plans for a new £6 million leisure centre in the town last year working in partnership with Wilmott Dixon Construction.
The Dransfield plans for Royton were unveiled at an open public consultation session in March 2012 – around 400 people attended the event and 86 per cent of those who filled in a feedback form welcomed the investment in the town.
Retail Property Director at Dransfield Properties, Andrew Malley, said: “We are delighted that after eighteen months of planning and consultation our plans for Royton have been approved and obviously we are very pleased to have the unanimous support of the planning committee.
“We look forward to moving forward with the development and working with the local authority to ensure that work can start on the transformation of the district centre as soon as possible.
“There is a great deal of interest in our development in the town and clearly a need for a good sized supermarket in this location.”
Jim McMahon, Oldham Council Leader, said:
“It is excellent news that the first phase of this regeneration project can now
proceed.
“It’s vital that Royton’s district centre is significantly improved to meet the aspirations and needs of local people and we see this scheme as a catalyst to do that.
“This is a great example of Co-operative working where Oldham Council has worked alongside the private sector to find a solution that provides benefit for everyone: local residents, traders and stakeholders alike.”
